Following consultaitves meeting with the Public Service Commission on Public Service management under the Constitution specifically Article 234 which places the oversight responsibility on matters pertaining to performance and efficiency of the Public Service on the Public Service Commission, a draft Public Sevice Commission Bill, 2011 has been published for comments before submission to Parliament. A proposal on modalities for implementation of the Commission's mandate under the Constitution vests the following responsibilities to EMU:

1. Ensure the public service is effective and efficient.
2. investigate, monitor and evaluate the organization, administration and personnel practices of the public service.

This therefore means that the Uint is envisaged to be under Public Service Commission under the new dispensation once the proposed Public Service Commission Bill 2011 is introduced into the National Assembly and passed.
